Giving a specified weapon to players at every spawn

Title says it all tongue I'm struggling with finding a way to give players certain weapons on every spawn. The biggest problem is that I really don't know what works and what doesn't. All I could find is an ET:L lua documentation and this line in it:

et.AddWeaponToPlayer( clientNum, weapon, ammo, clip, setcurrent )

I want to add pliers and dynamite to players with weapon IDs 15 and 20 but it won't work no matter how I try. As a sidenote I have panzerwar enabled on the server but I don't know if that changes anything.
Help would be greatly appreciated.
