Custom server comands for USERID

Hello,

I just have simple question: is there a solution how to give other value server comand for a directly Userid?

e.g. Userid #15 has changed server speed only for his movements, just he moves faster.

e.g.2 Userid #9 has always +20HP more

That is a big advantage of mmofps games, and is always possible do some events,

people who pay for the server can get a little help in the game of administrator

Maybe some LUA script?
