You can define custom commands in the shrubbot cfg to make a person shoutcaster.
Here's the relevant info:
If set, shoutcaster status can be granted with the rcon commands : "makeshoutcaster" and "makesc".
The custom command would look like this:
[command]
command = makesc
exec = makesc [1]
desc = Gives a player shoutcaster.
levels = Whatever you like, they must be separated by spaces (Ex. 30 999)
