which command?
novote and shrubbotimmunity are flags, not commands!

AS KoSH already stated, novote and shrubbotimmunity are not commands but flags. You cannot issue flags in console or will they appear in console.

incognito and novote are not !commands ! (3rd time someone says it in this post...)

Taken from the documentation (some people should really try reading it, i'm sick of providing support for stuff that is clearly documented...)

incognito : Does not show up as an admin in !listplayers (This must be given explicitly, all does not include it)
novote : Not allowed to call votes

These cvars have no effect for levels/admins with the balanceimmunity or the all shrubbot flag.

This is how it works :

Axis 4 players
Allies 5 players
Spec 1 player

If the player in spectators try to join Allies, he can't because the Allies have more players than the Axis.
